Apologies for interrupting this OEG -v- SKOB battle and the ongoing liturgy of SKOBs' generosity in providing gun players to every VAFA club (bar OTs I reckon) to assist in their rise through the ranks but.....I have some relevant news (yes news) from HQ.
Just through on the Prez/Sec email is the Changes in Rules and Playing Conditions for 2006, and in chronological order, they are as follows:
1. Club 18 reporting procedure to become the same as Seniors, Reserves & U19
2. Set Penaties - to be reviewed re: tripping, kicking and umpire abuse
3. Permits and Re-instatements - the definition of amateur change to:
"An amateur is one who does not receive, either directly or indirectly, any remuneration or reward whatsoever (whether by way of match payments or expenses or otherwise) in respect to his participation in the VAFA."
The rationale is explained as being - a number of players have been given a lifetime ban from the VAFA when they did not knowingly break reinstatement guidelines. The main threat of players flooding our competition from the professional leagues or swapping continuously has not eventuated when reinstatements were freed up a few seasons ago. Lifestyles in our community have changed and the VAFA want to reflect these changes.
NB - Next season there will be no reinstatements as they are now not necessary. All players must continue to sign an affidavit stating they have not and will not received match payments or expenses to play in the VAFA. A new permit form will be in operation next year and all permits will be completed by the registration secretary online.
4. Water carriers - can't be within 30 metres of the coaches' boxes so they can't be used as de facto runners. They will also have to wear VAFA approved shorts.
5. Duration of quarters - 20 mins plus time-on when blown by the umpire/boundary umpire (apparently some field umpires were blowing at all out-of-bounds when it's not necessary)
6. Umpires - numbers will no longer be worn as it takes the focus off the umpires and reduces potential for spectator abuse.
7. New umpires - 1st year, will wear light green outfit to indicate they're learning the craft and are being mentored
8. Red/yellow/black card system -
yellow = audible obscenity (15 mins, immediately replaced),
red = minor report (15 mins, one man short, can return),
black = serious (15 mins, one man short, can't return).
Timekeepers, runners, coaches should all know the immediate affect, and this will minimise confusion/time wasting.
9. Zero Tolerance Policy for U19 football - will be drafted by Brian Goodman by Feb 2006 as these grades are viewed as the source of most umpire abuse and lack of discipline.
10. Club XVIII relegation/promotion is one-up/down only
11. Change to finals' eligibility for Old Xavs Club XVIII players (not relevant to most of us!)
12. Whilst Club XVIII teams can still have up to 26 players in the side during h/a, the finals limit will be 22.
13. All clubs with a Club XVIII side to nominate a manager who receives material from the VAFA re: Club XVIII issues, along with the club secretary.
14. Club XVIII quarters are now 20 mins plsu time-on.
