How about a modified draft which has a pool for each state and a general pool
Here's how it works.
If a youngster is so keen to stay home they can nominate for the state pool. One each for Victoria, NSW/Queensland, Adelaide, WA
There would need to be residency criteria to qualify for this pool.
Or they can nominate for the general pool.
When clubs take their picks in the usual order they can take from the general or their own 'state' pool.
The draftees in the state pools can nominate to switch to the general pool at the start of each round (if it is obvious they will not be picked up) They can do this only once and there is no other transferring allowed.
