Earlier in the game one of the commentators said that something wasn't paid but it would be paid in the regular season. But you don't pay it for finals.

But... why? Why are rules different for finals? Where is that codified, that the rulebook changes during finals games?

If fewer free kicks makes for a better spectacle, then maybe let's do that during the season?
