If Doolan is in the 14-man squad for Sydney but left out of a 15-man squad for South Africa, you'd have to ask what changed in the interim. Given there's no FC cricket to be played, it would be hard to explain leaving him out of that squad, having included him in the squad for the fifth Test.I'd definitely think so. Would imagine he'd go straight in unless they opt for previous international experience.

Maybe that he was chosen in case of a specific injury, eg if Watson didn't come through and it was deemed to play a batsman rather than an all-rounder, and that somebody else provides broader cover. It's interesting. If we drop Bailey from the squad we'll have to bring two new batsmen into the squad. Doolan will tour but I'm not sure who the second would be. There seems to be a few players they'd prefer to have playing shield instead.
I think Haddin, Johnston, Harris , maybe Lyon, Clarke, possibly Warner, Smith have earn't spots.

It seems like he will go on the tour, but the excuses (or reasons) for choosing different players in different circumstances are there.
Bailey should be on the top of that list, it's the best place for him to learn how to play on the off side.

The selectors considered him the next in line. I don't know what could happen before they name the squad for South Africa for that view to change.
