Wouldn't really work. Plus sides shouldn't be punished for being good.I'm pretty ignorant when it comes to this stuff, but could the AFL just give a lower cap space to top teams that gradually increase according to the position clubs finish on the ladder? They have to do something to help the lower clubs because it isn't working at the moment.

How about making it so that the top 6 sides cannot be involved in free agency. Sure they can TRADE for a free agent but cannot get one for free.

“Why should we at Carlton and every other club pay a penalty because Melbourne have lost Frawley, why should I be penalised a spot in th draft because Frawley leaves and goes to Geelong or goes to Hawthorn or wherever he goes and Melbourne reaps the benefits of another pick.

And, I'm not sure that a compensation pick for the lost free agent will ever help the team lower down the ladder, especially in the short term. If Frawley goes to Hawthorn, almost certainly they will be strengthened and Melbourne weakened next year even if they pick up a great prospect in compensation. And, I don't even think it will be of benefit in the long term either, because when that kid matures and becomes a very good player (like Frawley), the same thing may happen again with that player wanting to play finals in a top team.
