As commander in chief of the armed forces he simply orders a war to be fought. Congress can cut funding, but can you see Congress cutting funding to US troops who are fighting? Congress has not declared war since WW2.

If he does indeed declare war on them, yes his approval will tank further. But as insecure as he has been, I don't think he cares at this point what Americans or his own base thinks. He doesn't need to win another election, and he probably knows the mid terms pretty much always go the other way anyway. And he doesn't care if his bootlickers will suffer losses. He got his affirmation in 2024 and gets to avoid being called a 1-termer, which he probably sees as being the ultimate loser.
