The rule was that anything that itself is not illegal, ie a bump/shepherd, can't be graded as intentional. I thought they were changing that for this season but clearly not.

Just saw Clarkson's reaction to Webster. Not sure he's in a position to be criticising anyone for a dog shot.

It's fine for him to have a go at Webster - encouraged even, was a definite dog act.
But it's the insult he chose that is really not appropriate.
Fair bet Americans would be a little confused over this, rather than finding it the match that lights the fuse.
It's a touch hypocritical for him when he was responsible for one of the worst coward punches (and in an exhibition game too.) Some might say the game is different now but that punch was egregious even at the time.
The choice of insult is pretty much exactly the level I'd expect from him. Good thing Webster isn't indigenous or he might have said something the AFL would have an even harder time hand-waving away.
