Chopping the arms is when someone is marking the ball - Elliot wasn't because the ball was already successfully spoiled. The arm contact was secondary

Membrey's kick to Eliot was junk anyway, if that was in Marvel Stadium the ball would have hit the roof. Starcevich got a fist on the ball without even running, barely got above a jog.

Really though the ex-St Kilda spud could have just kicked it himself, it's not like he was in the centre square, he was 30 metres out.
