I don't think you need to dominate the games in the same way if you're from the west coast. You just need to have a good stat line. Mariota has that.

Cooper only had a chance because of the SEC/East Coast bias. He was only the 7th WR to get invited to the Heisman presentation. And of the 7 only 3 have won. and 2 of the 3 played other positions. Tim Brown is the only true WR to win.

As a WR you need to also be a Punt/Kick returner and set records as a returner and a WR like Desmond Howard did.
