So we didn’t pick up a ruck - we are going into 2018 with just Ceglar and Mcevoy. Seems Risky to me.

On the main list, his salary counts towards the cap. On the rookie list it doesn't, except, I think, for match payments.
Willsmore gets paid regardless, so it's no difference to him, but for the club's salary cap, it matters.
Are you sure about this as it sounds like a 'get out of jail free' card for clubs who have signed players to long contracts who are no longer wanted. For example, lets say Buddy sustains an injury that redu es him to half the player he is and the Swans want to move him to the Rookie list so his salary is now out of the TPP? How does the AFL administer this type of rorting?

Correct. The Buddy rule was designed for this reason. AFL were filthy Syd stole Bud from GWS at the time. Hence trade penalties etc.As per our current situation with Vickery, the cap space allocated to a free agent pickup remains even if they are actually retired/ paid out. So Buddy would still chock up a heap of the salary cap which you couldn't shift to the rookie list
