I agree - McLaren should firstly have kept Norris out (especially for his "tyre offset" strategy).Papaya Rules is about the 2 drivers not having a collision on the track (e.g. Ocon/Gasly at Monaco last year). The drivers are allowed to race, but not to overtake unless it's safe to do so.
Piastri was clearly the faster driver all weekend, but started behind Norris because he (Piastri) made a mistake in sector 1 during qualifying. In a somewhat freakish result, Norris failed to f* up the start, leaving Piastri trailing in 3rd for the duration of the race.
While Piastri was faster, he couldn't get close enough to overtake - not helped by Suzuka only having 1x DRS zone, and a short main straight. Without the ability to overtake safely, Papaya Rules came into effect.
McLaren massively stuffed up their team strategy, but it had nothing to do with "Papaya Rules" - it was simply ineptitude behind the team wall, which we saw over & over again in 2024.
Once they failed to do that, when Oscar was noticeably faster and more willing to attack Max, they should have let him past - attack Max (and burn both their tyres). He either gets passed or fails and gives the place back to Lando. This even HELPS Lando's strategy by putting extra pressure on Max (whilst Lando builds his "tyre offset").
The pit-wall aren't stupid - they saw this option as much as everyone else did - the decision was made not to take it. The only reason they wouldn't is to protect Lando (complaining if Oscar got through Max fo the win). The decision (not to make a decision) directly favoured Lando - but could be easily waved away as "no orders - free to race".
