What's a backwards culture?

I have a friend, a Nigerian, who wants to return home to be with her family. However, as she is a lesbian she told me that if she does she will be either imprisoned or worse. BTW she also openly admits that corruption is rampant in nearly every aspect of Nigerian life.

I would call that a pretty backwards country/culture wouldn't you.
