The rule is fine, the tackler and umpire give you an option. If you're hanging onto the ball with a hand and that hand is attached to an arm that is free then you can a) try and drop the ball onto your foot to legally dispose of it b) hold onto it and be pinged for holding the ball or c) you can just drop it and get done for incorrect disposal. Sometimes the tackler just deserves to be rewarded. If you can't legally dispose of it or don't attempt to, that's the baller carrier's problem.
