Maybe the players think Jack says enough without being in the leadership group, and are scared he wont ever shut up if they vote him in..

Could Jack have asked to NOT be apart of the leadership group unless by overwhelming demand? he may be more comfortable being an unofficial leader knowing it isn't as big of a "leadership issue" if he fails to stand up (yes, I know he thrives on those kind of moments). I love his passion and heart for this club but it may be that he isn't confident in keeping those emotions in check (which he has been criticised in the media about in the past)

My take is, he's already seen as a leader by the players but not being named in the leadership group means that he can still have those brain fades of passion on-field (you know the ones) without copping the criticism from the media as being a poor example, calling for his head etc. It's genius if you ask me. All the perks of leadership without the cons.
