It wouldn't be any different than the time differences that always exist at the Vic/SA border, or SA/WA border.
Except that there is a time difference between SA and WA/Victoria all year round.
DLS introduces a time difference into the NSW/Qld border that is not otherwise there.
If you live close to the SA/Vic border (let's face it, there isn't exactly a major population centre at the SA/WA border) you would always have it in the back of your mind that if you are crossing the border the time zone changes so you will gain/lose half an hour depending which way you are going.
If you live in Qld you might have kids in school from 8am there and work from 9am in NSW. DLS means you have kids in school at 8am and work effectively at 8am across the border. Etc.
It's a pain in the arse for those that live there, but definitely a first World problem.
