I don't see anything wrong with it. If it was Ratts it may be a concern, not an assistant coach.

He is a part time development coach, and one of the most professional and dedicated people in the game. Hardly think he's off playing when he should be working.

Exactly. The majority of Harvey's work would be on the training track during the week with the younger players. He is not a match day coach, so other than sitting on the interchange bench & walking with the players when they warm down, he has no significant role to play on match day. I would expect he would be at the Bullants' match today, keeping an eye on the younger members of our list.
