it would be at what's known as coffin corner where the wing stalls. it's ceiling is 43,100...it's not certified for 45,000...no chance of even getting it up that high at 70ton of fuel onboard.
Although it appears that the plane did get that high. Obviously the radar readings are inconclusive as such.
