They have recently introduced a similar system. They are calling it an incentive rather than a quota.

The whole of South African cricket post the d'Oliveira affair makes for pretty interesting reading, the ethics of the rebel tours, particularly the West Indies, where the players were considered honourary whites for the duration of the tour only to return home to find themselves shunned by their community. There is an excellent article by Mike Atherton on Richard Austin, one of the tourists describing his fall from grace as a result of touring. Another issue they are having right now is the apparent white washing (pun intended) of Soiuth African cricket history pre 1992, and the attempts to all but delete guys like Pollock and Taylfield from history.

I'm no defender of Bradman, his view tended to be that since South African cricketers had spoken against Apartheid then they shouldn't be further punished, but his decision to withdraw their invitation to tour in 71/72 was all but the death knell for international cricket for South Africa. It's such a shame as a cricket fan, with Pollock, Richards, Rice, Le Roux that South African side of the mid 70s could have been as good as the West Indies in the 80s or Australia in the 00s. It was the right decision though.
