Is it okay to build a new computer from an old tower and a PSU that is about 5 years old? The latter is a decent Corsair unit.
It's just a couple hunner I would rather not spend if I upgrade my computer soon

You should be good if the PSU is still running decently, a lot of todays devices use a hell of a lot less power than 5 years ago.
If you have doubts, take it to a PC shop and get them to test it.

What is the PSU wattage? Does it have dual rail for modern graphics cards?
Being corsair it probably does and you should be fine. A single gpu setup will be fine on 250 to 300 watts. Dual gpu aim for 500.
