In what way don’t they prepare for it, and in what way are they not entitled to complain?They don't choose where they are born, but they can take steps to ensure that it's not an issue by preparing for what will be a certain eventuality. It's like living in the desert and saying 'fu** it's hot.' It's why people in Coober Pedy live underground.
It's the arrogance of man to think that the environment should bend to his will instead of adapting to it. Complaining isn't going to make them disappear - if there weren't any cyclones/hurricanes there wouldn't be any rain and we'd all die.
