it won't impact farmers as such, they can still import 'parts' without tariffs, as long as manufacturing of the final product is completed in the USA.

for example, a brewery can import the beer & dry goods without tariffs, but they have to bottle & 'manufacture' it in the US.

Any tariff will be met with a retalitory tariff so someone in US loses.
