Congress has the sole power to declare war, as established in the Constitution. The President serves as the Commander-in-Chief and can deploy troops, but cannot legally initiate a formal war without a declaration or authorization from Congress.

The files exist. Not a conspiracy.
What peoples vivid imaginations think is in them is a conspiracy theory. And I'm 100% certain that these same people will have another conspiracy theory and say files were suppressed when it all comes out that there is no actual smoking gun.

The Constitution empowers Congress to provide for the common defense through a set of enumerated authorities concerning war and national security

Article I, Section 8, Clause 11 of the U.S. Constitution grants Congress the power to declare war. The President, derives the power to direct the military after a Congressional declaration of war from Article II, Section 2. This presidential power is titled as Commander-in-Chief of the armed forces.
