As the Victorian election showed, though, it will gain zero traction and may actually have a negative effect.
I like to think voters are cottoning onto the national security scare campaigns now - the boats aren't in the news and terrorism isn't guiding debate any more. They just want a stable government.

Good point. I think it works more successfully in a federal context though. There's a reason the Libs go back to boats every time - it works.
'Stop the boats' work when there are boats turning up every week, but with minimal media coverage on the issue people just want a government that governs. I suspect if you ask 10 voters now what is more important for a government - economy or national security - 9 would pick the former.
