After you apply for it, and before the trade period starts... the earlier the better if they want you to make use of it in the trade period. So most likely some time in the next week or so, probably after they know what sort of compensation you'll get for McKay I imagine.

l was under the impression that the AFL assistance packages were determined prior to McKays compensation package and it shouldn't have anything to do with it..

The paperwork is done in that order. I'd be very surprised if it wasn't taken into consideration though, given all of the other aspects that they do take into consideration when deciding what sort of assistance might be provided.
