I'ved bolded your statement/question. It becomes a misleading question when you're applying your preconceptions about Jenkins. Jenkins polling "badly" is another way of saying "he didn't poll as well as the others in the team".
If I was foolish to go along with your leading question, then I'd say "cos Jenkins is shit".
If I was to twist your question around, then I'd say "cos others in the team were judged to play according to the gameplan better than Jenkins"
And to clarify for other readers, the coaches don't just judge Jenkins for goosey goals, but many other factors eg. tackling, goal assists, pack marks, playing to team structures. However we agree or disagree, Jenkins is deem to be important by the coaches simply by the fact he's continually selected whenever he's fit and available.

so when simpletons like yourself try to talk about how others are less informed because you know how valuable what he brings is, the simple truth is that you are wrong.
Goals are not enough and despite his goals his performances are judged by those who matter, as no more than average at best.
Some context: JJ kicked 63 goals last year and finished 14th in votes per game in his B&F. Ben Brown (a real forward) kicked 62 goals this year, finished 3rd and nearly won his B&F.
Plainly JJ’s goals aren’t rated as highly as you think.
So don’t swan around pretending you have secret insight when your perspective is less not more than the norm
