Not if the team has a genuine geographic identity. I'm guessing that a team based in Mandurah would attract supporters from the Peel region, which is one of the fastest growing areas in WA.I know, which is why there is no reason a team in a place where other people already support a team (like a third WA team) would fail
It certainly makes much more sense to have another team in WA than a team in Darwin

8 years @ $1 million a season is a very big contract but with the salary cap increasing it is not as crazy as it might have been 5 years ago.
