Is he protecting the space or kicking players coming at him? Has done it twice in the Sydney final and also kicked the Bulldogs player in the head.

Should more be done to stamp it out or play on?

Just put the phone down, watch the game and keep your ponderings to yourself is the best answer.
 
To me it's kicking. Bringing a knee up to brace is reasonable but extending the foot out to 90° is dangerous
It does seem like there is a second action to it. As a repeat offender, it seems fairly conscious.

Raising a leg to protect one’s body is understandable but some, obviously including Greene, effectively kick. When he got Dahlhaus he was receiving a handball and somehow hoofed him in the face.

He’s not alone and it needs to be reigned in. Bad look.

kicking in danger whether contact made or not

reportable if contact is made with sufficient force or to the head
 
the AFL made a huge mistake by not suspending him after the doggies incident
 
Would a blanket rule of "you cannot fend off with the foot" be added or is that overkill?

Obviously it shouldn’t be allowed. It’s nothing against Toby Greene, or Jarrad Waite who did it for years as well. They’re playing to the rules. But it is dangerous with the studs up and shouldn’t be legal.
