How do the average pay rates differ between Israelis and Palestinians? Does this difference correspond to literacy rates?

Arab-Israelis tend to be poorer and have lower socio-economic status than Jewish Israelis, but that alone doesn't make an argument for apartheid. America isn't an apartheid state, but African Americans also tend to be poorer on average and have worse social outcomes. Same here with indigenous Australians.

When you say Palestinians in Israel you are talking specifically about Arab-Israeli citizens? As far as I am aware they have all the same legal rights as Jewish Israelis.
