Either he's asking for it too close or kicking it too close A LOT, or there is just some bias against him.
I'm not suggesting they are 40m bombs, they are little chips, but at least from the broadcast angle they don't look THAT much shorter than others that are let go.
PS - if his kick/receives that get penalised are actually the 15m limit, then the umps need to pay running too far A LOT more than the never they currently do.
