I believe the rules are actually different for Sydney due to the difficulty of the AFL making money in a League dominated environment with a higher cost of living. But you're right, other teams aren't allowed to do it.

To be a Genuine Premership Threat we must be able to stifle the opposition in their Ball movement on a consistent basis. Since the Brisbane Game this part of our game has been substandard.
