IBAC said the premier "had no recollection of what he discussed with Ms Asmar, no recollection of any discussion with his advisors that led to this announcement [election promise] and no awareness that they and the Minister for Health's advisor had discussed a detailed proposal".

"After the Premier realised that his recollection of what he announced was faulty he left open the possibility that he may have made a commitment to Ms Asmar but remained quite uncertain that what he announced amounted to a commitment,'' the report said.

The problem is that elections are typically a choice between two sides.

No matter how bad one side is, if the other side is worse, they'll continue to lose. The fact that the Liberals haven't been able to mount a serious challenge against Andrews shows just how bad they are. I thought Pesutto might bring something fresh to the table, but he's already been rolled by the loonies in his first few months.

NSW is a great example. The hangover of the bad days of Labor (Obied & co) have kept them out of power for a decade & even now the Minns Government dont have a majority in its own right.

'IBAC noted that Victoria is not unique in the erosion of public service independence and observed there needs to be better protection for public servants to do their job without fear of retribution from government.

"Such fears can relate to the denial of development opportunities, such as higher duties assignments, secondments or training, or loss of chances to be promoted through to 'get(ting) your marching orders' as one DHHS witness put it,'' the report said.'

The cheque books will be out for the DHHS witness who gave the marching orders testimony.

Andrews's teflon coating is not a function of his performance as much as it's a reflection of the lack of performance of the alternative.

I'm critical of a lot of the things Andrews is doing/has done, particularly SRL and Airport Rail.

But the far greater problem for politics in Victoria is the lack of an opposition.

If there was a decent opposition, Andrews wouldn't be able to think he can get away with any of this stuff.

So, WizCapper, you can put me down for "look at Liberal" because you don't have to look any further to see why Andrews is acting so brazenly, far in excess of what most of his voters would have anticipated, many possibly think he's gone too far but still choose him over the alternative. Contrast that to Albanese who hasn't won a second landslide and is being about as quarter as bold as most of his supporters want and is largely thought to have not gone far enough.
