Double the capacity through the CBD? What are smoking? At best it would a 25% increase and almost all of that extra capacity would be wasted. You don't need 20 trains on per hour on the Hurstbridge, Mernda and Werribee lines. Would add a handful of peak hour services on weekdays, and it would remain significant under used the rest of the time.That's to pay for the infrastructure. $10b is a lot for people to sporadically use a rail service. Melbourne Metro 2 would double the capacity of the metro network through the CBD and cost about the same.
Frankly, you don't have the slightest clue what you are talking about.
