I believe that Tarrant is better. Tarrant can't kick, but neither can Lynch. Tarrant is more mobile, and has better endurance than the shaved monkey. Plus more aggression.

Even though he has his problems, Lynch every day of the week plus Sundays.

Tarrant is nothing but a soft, peahearted flanker who for some reason keeps getting played in key position spots when he's clearly not up to it. He's been played at full forward for most of this year, and in that position I'd honestly say he's bottom 4 in the comp at best.
