I did the Jeep safari (think there was 4 other people on it) with my GF for her birthday and it was awesome but I think you can just do the Bus Safari for free which is as good.

YES I went on Puffing Billy this year for the first time and it was so so good. Little ones would love it. Freezing cold though but worth it.

Outer east as in...? I work for a chain of family restaurants, if you have a rough idea of 'suburb' and we have a restaurant near you I can send you some vouchers.

No sure with the Lions but they have bungalows you can stay in overnight but they are crazy expensive. They don't even overlook much to be honest.

American Hotel in Echuca is good, they have an open fire outside which is nice to sit near and plenty of good beer on tap. Food is great too!
And stumbling distance to my parents place. Haha. Nice looking pub. I never went last time but noticed the huge bar with all the taps.
