That's the way it should be, though seems a rarity.I have done this in previous roles where dissent is less accepted by management for sure. In my current situation we have robust and healthy debates and end up with a way better outcome, because I'm being honest with him.
I once had a Team Leader (15 odd years ago) say when I asked to change a process "Yep, great idea. I'll need to run it by her & give me time as I'll need to frame it as her idea to get it through" haha
