With the AFL determined to make the new team successful, the 18th licensee could net up to double the allocation of picks given to the Gold Coast team.
The AFL has received a draft submission from Western Sydney official Alan McConnell, and is now considering the allocations for the new club.
Clubs already reeling from the Gold Coast's avalanche of draft picks have been told one proposal for the side might see it given the same allocation but for two seasons.
That would see it given access to up to a dozen 17-year-olds in both 2010 and 2011, and a large allocation of the top draft picks in 2011 and 2012.
Hawthorn list manager Chris Pelchen said yesterday clubs were becoming uncomfortable with speculation about the size of concessions to be awarded.
"Any potential for Western Sydney to have two years of concessions, in essence doubling GC17's draft concessions, would be somewhat alarming," Pelchen said.
He said the Hawks agreed the 18th side needed generous concessions but not at any cost.
While the number of picks given to Western Sydney is still speculative, what is not at issue is the expanded salary cap allowance.
The working party studying the picks, which contains club representatives, has been told the extra salary cap allowance given to Western Sydney will likely reach $1.5 million.
It would consist of the same figure of $1 million given to Gold Coast to attract players, as well as a substantial cost of living allowance.
As one club official with access to the working party said: "From 2014 to 2020 it's going to be Western Sydney versus the Gold Coast playing off in the grand final every year."
While that statement might be overly dramatic, such a massive batch of picks would bar established clubs from the draft's best talent for three years.
The Hawks have calculated any side bottoming out during the 2009-2012 period will take twice as long to regenerate its list than in recent years.
AFL chief executive Andrew Demetriou recently said the Western Sydney allocations could be greater than those given to the Gold Coast.
"It is terribly important they are competitive," Demetriou said.
West Sydney high performance manager McConnell said yesterday he had not made ambit claims in his submission to the AFL.

This would be an insult to established clubs like Western Bulldogs and St Kilda, who have had limited success with respect to flags over 100 years, and to all the teams that have to struggle to compete - us among them.
 
Sure, give them millions to develop and promote footy in their own state, and free reign on home grown talent from NSW-ACT (leaving some for the Swans), but allowing them to dominate draft after draft poaching the best talent from the other states would make the competition a joke.

Imagine being a team like Richmond. Not bottomed out to get top picks, not in great state financially, a geriatric list and now this parched desert for 2-3 years. Wouldn't be happy.
 
Even more reason to continue to think outside the square with our recruiting from non-footy backgrounds, etc.

Pisses me off to have yet another team entering the comp - it's hard enough for a club to win a flag at present with 15 rivals, but throw 2 more in with a truckload of concessions....
 
i say we take a couple of premierships now, and when our team peaks in a couple of years time...we win a couple more against these new pretenders.

Seriously though...its becoming a joke. all the young talent in the country up there at west sydney, what will the rest do? what about sydney themselves with an aged list...bottoming out now will produce nothing.

Its sure gunna make for some interesting trade weeks though
