No I don't see it playing out with a full 17 games + finals.
There are two likely scenarios here:
1. The restrictions extend further into the year, meaning it's not practical to play that many games before the end of the year, and 2020 is just written off in order to have as little impact on 2021 as possible where the aim will be to have a full season.
2. The season resumes in June/July with the intention to play out 17 games, but a coach, player, official or someone in close contact with clubs will test positive at some point, forcing a league wide suspension again, this could ultimately happen a few times and the continual delays will eventually run us out of time to play that many games + finals.
Either of those likely scenarios probably rule out 17 games + finals.
