I don't think they can once they declare.
But I think the distinction might come down to whether or not they get an agent (which most do)... if you get an agent you definitely cant, but if you don't you might maintain your NCAA eligibility.

Also, in my understanding, you might be ok to play for you college team, just not in the NCAA tournament. (pretty sure that's applied for some aussies with NBL experience before - but that's going back a while)

Pretty sure the NCAA said they were changing the rules so that this can now happen. Will be effective for next year.
