They’re both. Drug abuse destroys a person’s id, their sense of self agency. It disinhibits them from committing crime and/or other destructive behaviours, alienates and isolates them both from their loved ones and the world at large, financially cripples them, and leads to health problems and death if not treated properly.
You can see that with Cousins. The man had everything to live for. He was an adored footballing hero, a favourite son in his home town. He’d a young family, money, fame, talent to burn and he has thrown that all away. He’s a common junkie now with nothing to his personality beyond the monomaniacal urge to use, and he probably knows himself that he’s pissed it all away. While he is ultimately the architect of his own ill-fortune, and is a danger to his family if one believes the authorities and his criminal record, it’s impossible not to feel a bit of sympathy at the sheer human waste of his case. Shame Yarran was another such character.

Shane Yarran? I don't think they're really comparable.
Cousins was born into a life of privilege even by Western middle class standards. He had it all and threw it away. Yarran's story was very, very different.

Some of you dimwits might want to get a copy of his auto bio book and read for yourself about the journey he took as a drug user from about the age of 16-17...right through to his RFC days.

These widely known potential consequences of drug use are known by pretty much everyone and yet still some choose to go down this rickety path. You can’t half way down, when addiction takes hold, claim yourself to be a victim of addition anymore than a drink driver who smashes into a tree can claim to be a victim of alcohol. At some point there was a choice; and the person chose poorly despite an abundance of evidence re the risks.
