The title of the article is wrong, it was not a spreadsheet error that lead to Robo-debt, raher it was human stupidity and cruelty.


'The trouble was, the 13 per cent figure didn’t stack up. The analysis had been done on the high-risk cohorts that the historical manual reviews had targeted. By definition, they generated better returns for the departmental debt collectors than other risk groups.

The sample itself was a mere 0.1 per cent of the total client base and was reliant on applying the same 13.06 per cent uplift figure to everyone whose annual income did not match their reported income, with no evidence how closely that aligned with reality.

Nor was there any real data to test how effective the online portal would be (it ultimately turned out to be a train wreck), meaning a central assumption that a majority of online debtors would pay up was simply speculative.

When Collins and her colleagues returned after Christmas they were alarmed the spreadsheet analysis had somehow morphed into a fully blown draft cabinet submission with promised integrity savings that totalled $1.7 billion, the largest Human Services savings proposal in more than 30 years.

And the article forgets to mention that the start and end dates of employment that Centrelink was using from ATO data was full of errors and dates that were not actual or correct start and end dates of paid employment. Sometimes just dates that began on July 1, and ended on the following June 30, regardless of when the person actually worked for that employer.

I assume that the spreadsheet might have also been using data that incorporated some of these incorrect dates, that made it look like someone was doing paid work for months more than they actually were.

I find it hard to understand how someone could be a departmental Secretary and be a Major General in the Army Reserve. She must have
excellent time management skills or else she doesn't sleep much. Otherwise, maybe .......

The Royal Commission Report was tabled in Parliament on 7 July. Campbell's suspension without pay became effective on the first working day after that - Monday 10 July

The Canberra Times was the first to report the suspension.

There is zero chance anyone gives him a job until this is resolved - therefore he will be in parliament for a while yet.

That means he will see out the term. Can't see him getting preselected again though.
 
yes! additionally, there needs to be a major overhaul of the manner in which the gongs are awarded. they should only go to those whose good works are above and beyond.


So she got a gong for Robodebt. I wonder who nominated her - Scotty from Silverwater ?
