I'm not sure, I'm also unsure as to why you would feel aggrieved by it.

If you can change a birth certificate it kind of defeats the purpose of the document.

If you change your name by deed poll or get married or whatever you update your driver's license, passport etc. but not your birth certificate. Why should it be different if you decide to go full Bruce Jenner?
