I don't know. I was hoping somebody could explain it to me.

I don't know for certain, but I imagine it's something like this.

Imagine a team bats for 3 overs and is 0/20, and then the match is shortened to 5 overs each. At the end of the first teams 5, they will get extra runs because they'd have batted faster had they known it was 5 from the outset.

The same thing is happening in reverse here with the wickets. Being 5 down after 3 overs when you think you're batting 20 overs is much worse than being 5 down after 3 when you think you're batting 5 overs, so runs would be taken off in the same way they're added above to account for that.
