Its a good angle, similar with highest scoring 1st 6 overs, there are advantages based on who's batting 1st.
These markets come down at most books though and if just sniping the toss then not going to last long betting it at those who don't change it.

blindly backing the Windies most 6s used to be the best bet in cricket, still is decent I think. market correlates with the match result and Windies are much better at hitting 6s than winning matches.

1st inns averages about 1 more 6 than 2nd innings in ODI.
For BBL is 0.8 more (which I assume translates to other leagues too)
