From what I can tell Candace Owens position is that life for the majority of black people won't improve until they stop believing the narrative that they are victims. Don't believe anyone who tells you that you are inferior and don't subscribe to the narrative that you are a victim.

I'm not sure if anyone on the left is calling them inferior or not capable. It seems a strawman.

Completely agree to the left saying they're treated as second class citizens though. Maybe because that creates real life impediments to getting ahead. The left would argue that the systemic racism in the system (especially in the past) and the USA having amongst the lowest social mobility from the western world (see below), creates some pretty big headwinds. Telling them that calling themselves victims won't suddenly remove those very real roadblocks in getting out of poverty.

They're not claiming that the virus itself is racist, but that the disparity of resources and living conditions in American society has meant that certain segments of the population have been disproportionately affected. They are suggesting that people are treated differently depending on their race, resulting in this disparity.
