UK- Body On Moor Id'd

This is bizarre. Reportedly a suicide but it doesn't add up to me. Something very strange.
Seems to be leading a double life.

Spy? Criminal activities? Murdered?

Or just a bizarre way to commit a painful suicide by rat poisoning?
