Can someone explain how it works please.

level 2 in for example gives me healing and radiation away in 20/40/60/80/100% intervals. Do I have to level my int, and then level my level 2 in int?

I feel like doing some wacky and putting 10 in Luck and Charisma and seeing how I go.

I'll talk my way through missions and fluke my way through the game.
I've been seriously considering that as well lol

Ok, you have it a bit arse up.

Let say you start with a INT of 5 on creation, so level 1. You pew pew and get to level 2. You have a what i'll call a point to use. Now you can use that point to level INT to 6 OR use that point in a INT special. Now you will be only able to take a special that falls under Int 5 and below so either medic, gun Nut, hacker or scrapper.
 
My build at level 1 is designed to get me what I want early game. Pick Locks and hacker, as well as Riflemen and gun Nut. After level 5 ill start boosting stats as needed as i get a feel of what build path that i want to travel.

I'll also be looking at locks/hacker/rifleman early too.
 
I won't be playing for a while as I don't have a next gen console (might get it on PC after my exams) but this is what I might go with:

Strength: 5
Perception: 4
Endurance: 5
Charisma: 3
Intelligence: 5
Agility: 4
Luck: 2

I've never really cared for luck or charisma while focusing on perception and intelligence. I've decided to invest in strength early for some extra carryweight (gotsta love that looting) as I don't know when you get the first base for storage and endurance because I want as many AP to start with until I get used to the feel of the game. Once I get to maybe level 5-10 I might start working on perception.

Yep same, can't be ****ed with luck or charisma and even to a lesser extent intelligence. Pile my points on physical attributes (S, E & A) and then spread it out on the remaining.

Still playing a stealth/sniper build.

S: 4; I want access to be armour & melee weapon mods. I don't know if weapon handling is affected by strength as it was in FNV, so it might be necessary.
P: 4; I enjoy lockpicking, and heightened awareness will help.
E: 1; Should be avoiding open combat.
C: 3; I like playing solo, so 'Lone Wanderer' looks like a good perk to take early. No other perks beyond that that interest me, which is disappointing. I think most people will be using it as a dump stat again.
I: 6; I'd like to level up reasonably quickly
A: 8; Stealth is obviously key. 'Ninja' will probably be my first perk
L: 2; Levels 4/5 don't look like great perks, so I can't justify putting too much into luck early. Once I've taken all the important perks elsewhere, I'll be looking to dramatically increase this, and play around with the top-level perks.
