I imagine the reason Tuck's not higher is because he played so many finals, therefore playing more against the small group of teams that were frequently going deep into september.
Lot more opponents in an 18 team comp, lot more new players each year to play against etc.

pendles will move up a few spots if he plays out the year - presumable another 50 to 80 players?

Yep. He was so scrawny he player reserves for a couple of years. Gary Ayers did too. Recruited at 15.
Tim Watson also recruited at 15 but played his 1st year. Must have been insane so young in that era.

Absolute champion was Tuck. Have so many highlights from his playing days having never seen his entire career. Never realized he was such a prodigious kick (prime years) and he always stepped up in the finals. A player like Tuck would absolutely dominate in today's era.
 
Ralph Sewer played his first game of league footy for Woodville in 1969 and his last game in 1990. To play in 4 decades and be a Grandpa by the end (even though only 38 yo).
That is South Australia though. A 38yo that isn't a grandpa would be out of place
