Is it allowed that somebody can serve as a state premier and prime minister during their political career? (Obviously not at the same time).

I’m laughing so hard imagining the melts of Dan Andrews as PM
 
Yes. Joseph Lyon was Premier of Tasmania before becoming Prime Minister.
George Reid from NSW also

I think it would be difficult these days though, Australians are too parochial and premiers play to that parochialism to get elected

maybe an ex-premier from SA or Tassie is low-profile enough to do it but good luck getting the bigger states to trust (say) Mark McGowan to be an impartial PM

Driving is absolutely a sport. I get the argument against it, but they go through it physically over the course of a race.
