The SANFL at the time were under no financial pressure. All of the SANFL clubs met and decided to wait and try to push for a better deal from the VFL. Port went behind the backs of the other 9 clubs backs shortly afterwards and approached the VFL.WC and Freo were both new teams.
The 8 WAFL clubs in the 1980s voted for a WA entrant to the VFL, then the WAFC applied for a second license for Freo in the 90s.
The SANFL didn't want a bar of it until Port tried to join behind their backs so they blocked Port and created the Crows in a hurry.
The WAFL, like the VFL, weren't in a great financial position when they voted to join the VFL.
