The "optimal" thing to do when you don't have a top QB is to let them leave after their rookie QB contract ends as you suggest but it doesn't happen because its more risky than doing the conventional (only moving on from QBs who are clearly not good enough) and would put the decision-makers on the hot seat if the new QB doesn't work out.
